Data to Make a Difference
According to new UIS data, an estimated 61 million children of primary school age are being denied their right to education. While the global out-of-school figure has declined over the past 15 years, falling from 102 million in 1990, the new data show that progress began to slow down in 2005 and has stagnated between 2008 and 2010 (at 61 million based on revised UN population estimates).At the same time, in sub-Saharan Africa, the number of out-of-school children of primary school age climbed from 29 million in 2008 to 31 million in 2010. Although enrolment in the region has risen, it has not kept pace with rapid population growth. For the first time, since the adoption of the new K to 12 curriculum, the Philippines participated in an international assessment of basic education. The Programme for International Student Assessment or PISA is a triennial survey of 15-year-old students around the world in three subjects: reading, mathematics and science. The results are dismal for the Philippines. Students in the Philippines scored lowest in reading, and second lowest in both mathematics and science. 15-year old students are near the end of junior high school in the Philippines, demonstrating convincingly that Philippine basic education has serious problems in the early years.

There is information to be gained from data. Tests in schools can be informative. Scores of students provide a quick glimpse of the current state of education. Thus, it is useful to have these numbers. These numbers may not tell everything in detail with high accuracy. Nevertheless, test results allow for a useful perspective. The National Achievement Test administered by the Department of Education (DepEd) in the Philippines, a set of standardized tests addressing the major subjects taught in school, is an example. These tests are given to Grade 3 where students are assessed in both English and Filipino (These two subjects comprise two thirds of the exam) and Math and Science (These two account for the remaining one third).
